Whitesboro Planning Board Meeting Minutes 3/2/2010
Planning Board Members in attendance:
Bob Friedlander (Chairman), John Duda, Bob Misiaszek, John Cieslewitz, and Gary Roberts.
Also in attendance: Richard Shaffer, Village Trustee (7:00 to 8:40)
Also: Verizon Attorney Clifford C. Rohde, Representative Christine Howell, and Engineer Greg Handley.
Meeting was called to order @ 7:00 pm.
Pledge of Allegiance was recited.
Minutes of last meeting, 2/2/10 were reviewed.
Motion to accept by John Cieslewitz, 2nd Gary Roberts. Motion carried: yes
Correspondence:
Letter from Town of Schuyler about next training session.
Letter forwarded from Verizon explaining why Buck building will not work.
Letter from C. Deon stating objection to Verizon tower.
Revised site plans from Verizon showing possible future compound expansion.
Letter from Congressman Arcuri denying jurisdiction over Cell tower issue.

Old Business:
Chairman Friedlander thanked PB for attending training session by Attorney Parker on Monday, 2/8/10.
Questions to Verizon:
Gary Roberts asked about plaza building locations and distances from the tower; and about setbacks.
Chairman asked it there were any further questions about shrubbery on site. (none) J. Duda questioned the procedure for special exception pertaining to Local Law #10 before proceeding to Zoning Board, and questioned whether this was the optimum location for signal reception for this tower? The response was "Just about there". Bob Misiaszek asked about another tower in the village in the future, and was told that there are no plans in the near future.
Verizon Attorney Rohde requested SEQR part 2 be done before any voting on a special exception. The checklist for SEQR part 2 was completed, and question #19 was changed to "yes". Part 3 was read aloud for reference.
A motion to open vote for a special exception pending Zoning Board variance approval was presented by John Cieslewitz, 2nd by Bob Misiaszek. Vote was taken, Bob Misiaszek, John Cieslewitz and Gary Roberts voted in favor, John Duda and Bob Friedlander voted against the exception. The exception is granted by a vote of 3 to 2.
Site Plan Review (chapter 116) was done.
Motion to approve site plan review contingent upon showing buildings within 50' of plot line by John Cieslewitz, 2nd by Bob Misiaszek. All in favor, Yes, motion passed.
Verizon representatives expressed their appreciation to the Planning Board.
