Whitesboro Planning Board Meeting Minutes    2/2/10

Planning Board Members in attendance:

 

Bob Friedlander (Chairman), John Duda, Bob Misiaszek, John Cieslewitz, and Gary Roberts.

Also in attendance:  Richard Shaffer, Village Trustee and Village Attorney Richard Parker.

 

Meeting was called to order @ 7:00 pm.

 

Pledge of Allegiance was recited.

 

Minutes of last meeting, 1/5/10 were reviewed.

Motion to accept by Misiaszek, 2nd John Cieslewitz   Motion carried:  yes

 

Correspondence:

Balance of responses from Verizon were submitted.

 

Chairman Friedlander informed PB of a training session by Attorney Parker on Monday, 2/8/2010 at 6:00 PM at the village office.  (approx. 1 hour)

7:15 Public Meeting opened - Verizon Application

 

Present:  Attorney Scott Olsen, Representative Christine Howell, Engineer Greg Handley, and a Court Stenographer.

Public notices were submitted to Planning Board Chairman Bob Friedlander for Monopole Cell Tower at 34 Oriskany Blvd., owned by Pilgram USA LLC.  Landscaping was discussed.  Application process, fees, RF analysis, optional sites, balloon photos, and "why here" were explained.

A Public Comment session was held, where questions from residents were fielded and discussed by representatives present.  Chairman Friedlander explained that the Planning Board has 62 days to vote on a special exception.

Attorney Parker explained how Federal Law supersedes Local Law pertaining to Cell Towers, and further explained Planning and Zoning Board procedures.

Old Business:

None

 

 

New Business:

Robert & Tammie Ehrhart are requesting a "mixed use" special exception to open a Coffee Shop at 156 Main St.  They have 52' X 20' for the shop area (over 1000 sq. ft.).  Criteria from Schedule A of Main St. Law was discussed.  Fee was paid.  The new business is welcomed.

 

For Planning Board info:

Deanna Boehlert of Sauquoit, would like to lease 900 sq. ft. for Second Chance Consignment Shop at 50 Main St.  Property is owned by Jason Gattari of 1 Ablett Ave.

 

Motion to adjourn by Bob Misiaszek, 2nd by John Cieslewitz     Approved?  Yes
